The general statements of preventing organized without the players in the field

Xavier Bertrand The National Conference on prevention will be held at the Ministry of Health on 16 and 17 October next following the publication of a report by 25 experts under the direction of Dr. Toussaint. These meetings will enable the Minister of Health and Solidarity to announce the following strategic orientations and measures whose implementation will be discussed at regional forums organized in the framework of the States General in December 2006 and January 2007 .

On the announcement of these general statements of prevention, the National Federation of Committees for Health Education (FNES), the National Association of Alcoholism Prevention and addictologie (APT), the Federation of Actors Alcoologie and the addictologie (F3A), the National Association of Speakers addiction (ANIT), the French Society of Alcoologie (SFA), the French Federation of addictologie (FFA), Alliance against Tobacco, the league against the Cancer and respond choose to express their concerns to Mr. Xavier Bertrand, Minister of Health and Solidarity. These federations are asking a forum during these days of prevention and to be involved in the debate so that proposals are made taking into account the concerns and realities on the ground.

    The foundation of prevention: disappointment

    Eight prevention organizations have written to the Minister of Health and Solidarity, Xavier Bertrand, to express their disappointment to the non-involvement of associations and players in the field of prevention and inadequate consideration of the addictologie at the next National Forum of the States General of prevention taking place at this time in Paris.

    While reductions in funding led several associations to provide for redundancies in the field of prevention of proximity, it is essential that the State recognizes the vital place preventive actions carried out locally, closer to the needs and concerns of citizens, and especially for people in difficulty.

    For many years, they seek ways to act in time and consistently, not selectively, depending on budgets increasingly uncertain. The gap between intentions mobilized by the law of 9 August 2004 public health policy and reality in the regions and departments is growing with increased casualization of the whole system of prevention outreach that brings today to ask the question of its survival.

    The associations are determined to bring their expertise and assistance to the State to contribute to the success of public health policies. However they have the minimum means to act effectively.
